Does Myth the Total Codex contain Myth 1 and 2?
It does indeed, but you can probably find Myth 2 cheaper (more on why you don't need to buy Myth 1 in a bit.)
Myth 2 comes in three flavors. They all contain different extras, but all will provide you with the entirety of Myth 2. First is the Total Codex you mentioned above. It contains Myth 1, 2, and Chimera (an 8 level bonus campaign). Second is the original Myth 2: Soulblighter. It is just the original game with no extra frills. Third is Myth 2 Worlds. Worlds contains the original Myth 2 plus a bunch of extra mods. Any of the three options will provide a copy of the full Myth 2 game.
Now, why I'd suggest the cheapest option is because a lovely group of devoted fans called Project Magma has ported the original Myth The Fallen Lords (Myth 1) into the Myth 2 engine. It plays the same, but has prettier graphics. It also has the added bonus of being 100% Free. You will still need a copy of Myth 2 to run it, but all of Myth 1 (multiplayer maps included) would be free.
And would it be worth it for me to buy it new, or will buying it used not affect me?
Personally, I always like to buy PC games new just so I know the disk isn't scratched or anything. The game was released before companies started locking off parts of the game to those who bought used copies, so even if you get a used copy, it will run the same.
