All the races that survived the halo's activation are the forerunners(this would explain why there is forerunner technology everwhere you go in halo 2),they built the ark on earth to protect themselves when the halo's activated. And then the bible says " there were 2 kinds of every animal on the ark," animals being covenant, humans, etc. then after the god knows how long the remaining races recovered remaining forerunner technology(this explains why their planet is forerunner technology)and left earth knowing that were safe from the flood. Obviously stronger forms of flood survived for years maybe and were able to reproduce without hosts, because no one threatened them they were not in any danger and could reproduce without anyone killing them. When the other life forms got back to their home planets they were eaten by the new flood and turned in them into stronger forms of flood.

What does this have to do with Halo 3?

Well it's saying that the covenant are trying to save themselves form the recent flood outbreak. Remember in Halo 2 when Tataturus(sorry about spelling) tried to activate delta halo? Well this is just standby mode. The Arc(Earth) activates the halos that are in standby mode then protects the life forms on it.

well the only problem is that the halos were designed to kill all of the floods food, and if the races left the ark to go settle somewhere(first of all how would they leave) then the halos really have only accomplished thinning the indigenous species of our galaxie's numbers

I think the humans are the forrunners, thats why only they can activate halo, and why the moniter calls the MC a reclaimer, not just MC personally, but all humans. When the forrunners activated halo the first time, they fled to the Ark on Earth, and they eventually began a new civilization again.

i also believe in the theory of human=forerunner, but im still trying to figure out why if they started a new civilization on earth did they lose all their technology? this question led me to believe that the forerunner left their DNA at the ark on halo so that their race could continue, this way the flood is still devoid of food.

Mark my words, humans are not directly forerunners. Think...why would covenant use HUMAN technology, and not humans? I think it will go along the lines of way back in time early humans and an early covenant life form battled for earth. the covenant won, making humans their slaves. When the covenant advanced their technology and used our resources, they left earth, finding home on new planets. Humans, now having nothing technology wise after being slaves for years and years, are left with the earth, kind of like cavemen had no technology. It has flaws, but I think it will be something along the lines of that
