i redid they whole campaign but i just dont know what they are talking about...why are they in a war and why are those people on those sides?

1. The Forunners are what the Covenant worship. They also created the Halos and the most (all?) of the Covenant technology. Other than that, we have no factual ifnormation.

2. Brutes and drones, so far, are siding with the prophets. I *think* (but am not 100% sure of) that some jackals side with both the prophets and the elites.

3. The elites are against the prophets, but not compeltely in line with humans (as of yet, they may be in Halo 3). I think (again, am not 100% sure) that both grunts and hunters are on both sides.

4. The elites are fighting against the prophets and brutes because they were betrayed by the prophets.

Why wasnt the ariter tortued...why did they make him the arbiter?

The arbiter was tortured: they seared the Mark of Shame on his chest. This was because he was in charge of stopping the humans from blowing up Halo 04 (the Halo in Halo: Combat Evolved). The Prophets made him an arbiter because they wanted someone to slap around, who couldn't go against their will.

Since the Covenant is heavily religous-based, being shamed like he was and yet allowed to live, the arbiter owed everything he had to the Prophets. That is why he never disobeyed them until the elites were betrayed by the Prophets.

what does the arbiter do? i know he stopped the heritic leader but is that all the arbiter's duties are?

besides from getting the index later on...

so like, what did the prophets want him do to?

The arbiter does whatever the Prophets tell him to do. In a modern sense, think of it like being a summer intern for a large corporation: you have to do what ANYONE in the corporation says, or you get fired, pretty much.

Thye tortured him because Master Chief destroyed Halo. Instead of killing him, some of the Prophets decided to make him an Arbiter, and he was supposed to die in battle like all of the other Arbiters did, but he lived so The Prophet had Tartar Sauce ( tartarus ) kill him.

The Arbiter is the one who was leading the assault/bombardment of Reach. He followed the Pillar of Autumn to the Halo ring in the first Halo game (Installation 04 I believe), and lost control of the Covenant flagship "Ascendant Justice". He was brought before the High Council in the beggining of Halo 2 because most of all he had let the Halo ring be destroyed. He was tortured in front of a large crowd of the Covenant and as far as the rest of the Covenant's knowledge was killed. He was made into the Arbiter because the Prophets needed a "Heretic" silenced. So they figured that this guy was already gonna die, why not let him die accomplishing one final mission for them. He survived and awaits to be shown his fate (I expect) in Halo 3.

The Arbiter is the arms of the Prophets, he's their weapon. The Arbiter (not the current one) stopped the grunt rebellion and played a big role in the taming of the Hunters.

AkJak: The Prophet of Truth betrayed him, so he's not gonna return there unless they capture him.
