I think you're right, Bungie are good at making *new* games/universes, but improving on old ones ain't their thing really. To much rules, cannon, previous games not to mention "been there, done that".
Everyone needs a change of environment now and then, especially game devs, otherwise you'll just see them same thing over and over again (CoD) or bad decisions made just to make it feel new (Reach).

After Reach I'm sceptic, but I'll give it a fair chance, to prove that when bungie are "free" from rules, cannon and lore, they can once again make great games (that's not Shadowrun/Crysis/CoD 1,5) that are new and innovative ^^
