I've been working on a Halo pen & paper RPG for a little bit now. While what I have isn't very much, I figure some feedback from the community would be awesome.
So tell me what you think so far. Criticism isn't just welcome, it's encouraged.

Humans: +1 Int, Tenacious(Trait), +1 computers, +1 technician/general
Prophets: +2 Cha, -1 Str, -1 Con, Exalted(Trait), Level 1 Knowledge/Forerunner
Elites: -1 Int, +2 Str, Honorable(Trait), +1 Hand to hand, +1 Doctrine
Grunts: -2 Str, -1 Con, -1 Wil, +2 Dex, Level 1 Technician/General

[Leveling up skills]
A skill bonus is equilvilant to three ranks in the slected skill. Every three ranks = one level in the skill. For example, the Explosives skill with 3 ranks would be Level 1 Explosives, and the level is what the bonus give to rolls involving that skill. Steve tries to fire a Rocket launcher at an enemy. His roll is 16. He checks his Explosives Skill and sees that it's Level 3. This gives Steve a +3 to his roll, and with a TN of 15 vs 19, he succeeds.
Hit points = WIL x CON
Weight limit = STR x 15
