To EvilTurkey, probably on the same principles of the MJOLNIR Armor. The kinetic force and heat from combat might kill the wearer of the armor, but the suit itself is so damn hard and the materials so strong they would not bend or break. Or it could just be a suit that is made on an as needed basis.
On the topic of the symbol the Arbiter would pose to the converts (just a term for the three cool aliens who dropped out of the Covenant), he would represent the very core of their rebellion. The Arbiter has always served as a problem solver when things get TO far out of control. Which is precisely what the Arbiter would represent, a force of chaos striving to bring order.
On the Armor making him look scrawny or not as strong as the others...die. The Arbiter was a high...High...HIGH ranked Zealot before he became the Arbiter. He commanded a large fleet surrounding Halo and islikely personally responsible for thousands of self inflicted kills in battle. Remember, the Covenant promote on merit. Kill more, kill better, kill faster, climb rank. Look at the Arbiter like Spartacus; a disgraced warrior, striving to redeem himself in his own heart, and willing to do anything for those under him. Leading from the front, fearless of his foes, laughing at death and seeking it out. The point is he is a very strong, beyond tough character, so shut up about it looking scrawny.
And on how the Armor looks, it is a suit from history. Think about this for just one second. With all of our modern, hardcore technology today in 2006, with bulletprof armor, kevlar vests, and thick titanium helmets...we still all rally around the image of the old fashioned knight in shining armor, atop his gleaming sword, shimmering sword in hand. To the Convert army, the Arbiter IS their knight in shining armor. The look means nothing. The meaning means everything.
