I've wondered that myself. The option to report comes back if the thread is bumped though, I think.

Maybe Bungie automatically assumes that if no one in the thread has been reported after a full two weeks, chances are it's safe?

I believe it was explained once before as "If no one found a reason to report then by that time, then there is no longer a reason to report them."

Makes sense if you look at it that way though.

That is really stupid. I think once it is like past the first page, it isn't harming anyone, let alone several years back.

Oh lord no. I agree with the two week deal, but not after the first page in a thread. That is just so incredibly stupid. Seriously, people still read through that to get to the next page so it is still offensive. It's not as if there's some magical fairy dust that makes things unoffensive after you post them. If that were the case, well...-blam!- you.

See, it is still offensive. The "first page" argument is such an arbitrary measurement that I just cannot fathom the logic behind it.

This is actually not the case. If the post is older than two weeks, you can't report it.

OT: Probably because, to be honest, if something wasn't noticed in two weeks, it's probably not that bad and hardly worth the trouble. This system keeps the queue fresh and filled with new posts.
