Something smells fishy...
Someone introduced me to a program called Nvidia Inspector. So if you have an Nvidia card and you can try this out.
What it does is allow you to use the built in Nvidia FPS limiter for games.
What I did to fix the lag in H2V:
1) Open Nvidia control panel and force Vsync on.
2) Downloaded Nvidia Inspector here: http://downloads.guru3d.com/NVIDIA-Inspector-1.94-download-26 12.html
3) Unzip and run Nvidia Inspector program.
4) Click the Driver Profile Settings icon which looks like a screwdriver and a wrench.
5) Go to profile in top left area and select Halo 2 from the scroll down menu.
6) Under the section named common click on Frame Rate Limiter.
7) Select the your desired FPS from the scroll down menu. I selected 60 FPS. You can play around with it to see what works. I think it has something to do with your monitor's refresh rate. My monitor's refresh rate is 60Hz and by limiting H2V to 60 FPS the lag is now no longer existent.
8) Click Apply Changes at the top right of the window and close the program.
