He may know something more than just what he wants everyone to beleive. Perhaps he knows the true meaning of the rings and has found a way to use them to his/prophets advantage.

Think about this theory, perhaps the original prophets found a way to use the Halos to eliminate all there enemies and preserve only themselves as the one remaining species. This may have something to do with the Ark and the remnants of the forerunners, humanity. Now this secret would have been passed down through all the heirarchs, whilst they then promoted the idea that the rings would make all who helped them gods. They used this idea to then manipulate the elites, their long time enemies, to work for them, and do there bidding. Regret was a new prophet heirarch(see secret letter in conversations from around the universe) and did not know this secret that Truth and Mercy guarded. That's why he attempted to activate Delta Halo, and was almost stopped by Truth and Mercy, before the Masterchief came and did the job for them.

Know it was about this time that some of the elites began to realise what was going on after being told about the truth of the Halos and there purpose by 343 GS. "Our prophets are false! Open your eyes my brothers! They would use the faith of our forefathers to bring ruin to us all. The Great Journey is a..."
These few elites knew the true meaning of the Halo's and how the religion of the covenant was all false.

The Arbiter slowly discovers more and more of this watching his bretheren duties being replaced by the dumber Brutes, and being slaughtered by the flood in the Quarentine zone. He then realises the Elites are infact being wiped out for becoming savee of the true meanings of the Halo's, which obviously Truth and Mercy did not want them to find out. The Arbiter learns the truth about the Halos and what they do, coutesy of Gravemind and Masterchief, but does not truly beleive it until he sees all the destruction the Prophets and the Brutes have brought apon his race during the uprising. He then decides to take action and prevent Tartarus from activating the ring.

Now here comes the real suspicious part about all this. Why would Truth give the responsability of activating Delta Halo to Tartaurus, and not do it himself. If he did beleive the Halo's would make him a god, why wouldn't he stay and activate it himself? Why did he take the forerunner ship to Earth right after giving Tataurus the Index?

This is because Truth, and Mercy did, know something that we haven't seen yet about the Halos. Truth must know a way to survive the blast and it may have something to do with the Ark. Why else would Truth rush to Earth right after his moment of glory and the activation of Delta Halo. He must have been in the planing on doing something on Earth during the activation of the Halos, or else there would have been no reason to leave the ring and especially to jump to Earth. Also this raises the question, did he arrive at Earth before Tartaurus activated the ring, or was he planning on him failling and heading to Earth do do it himself.

Of course this could all be part of a ritual he beleives will make him a god, on Earth, but I feel that story line seems to simple for Bungie, and isn't really there style.

Again pure speculation based of the games and the books thus far, consider nothing entirly true.

First off, the word is savvy, or savvier, etc. As for the jump to earth, With all the biblical allusions popping up everywhere (flood) (covenant) (ark), etc, i believe that the most logical job of the ark is to protect anyone inside from the destructive force of the Halo's. This is kind of tangental, but i think that humans were the original forerunners, they used the ark, went to earth, started over, and then sent the ark off into space, and i believe that somehow the ark ended up in a location that the original species of the covenant were privy to. rather, after years of evolution, they found the fore runner technology, and bam, covenant reverse engineering. in Halo 3, im thinking that this will all be revealed, at least the history of the fore runners, and covenant.
I have no idea for what purpose truth wants the ark. Honestly, i cant see any logical path that truth could be taking, unless he honestly has no idea what the purposes of the halo truly are. What's he going to do once everyone is dead? sure he'll be alive and most likely a ruler of the galaxy, but over what? a couple hundred people? Either scenario is pretty far fetched, so i expect Bungie to come up with someone brilliant.
Anyway, those are my two cents. feel free to criticize, correct, etc.

I actually thought the arbiter was more interesting in halo 2 as far as the story than MC. I was dissapointed in how much worse *in my opinnon* that the chief was when playing with him, rather than halo:CE which was more fun with MC in my opinnion

This is a good example of foreshadowing and how it defines the fate of the Arbiter.


Heh, this is probably the literalist in me, but meh. The Arbiter will die right? It says that the tasks are perilous-suicidal. And he does die. But who said these tasks are the cause of his death? It says he dies, but it doesnt say how. Im not taking it out of context either.

For all we know, he could live out his life and die of old age. I wouldnt put it past the sneaky blighters at Bungie.
