It's not really based on the Bible.
Sure, the covenant are religious and all. But don't forget--they are blinded by religion, they're extremists. The Bible mentions nothing about religious extremism. Also, like someone mentioned before...it is the Ark of the covenant. It doesn't really "save you from the flood" either. It just activates the rings, destroying their food source. If you were to apply that to the Bible, then here is how it would be written:
"So Noah and t3h animals got on t3h boat, the boat asploded, the people all died, and the flood was over." But in the Bible, everyone is A-Okay, and the flood subsides, unlike what would happen if you were to activate the ark in the Halo universe. In Halo, activating the ark kills the flood AND EVERYTHING ELSE.
Also, they are called the Flood because they pour in and come in massive numbers. They quickly flood cramped areas and beat the crap outta you.
Also...the storm around the Dome structure...first off, how can the dome structure be the ark? It is one third into the game, yet the ark has been activated? I guess we can kiss the other two thirds goodbye. No, I think it is a structure similar to the one in High Charity...meaning it's not the ark. So, in the bible, there is a storm around the ark. But in Halo, since there is a storm around that dome structure which ISN'T the ark, then there is no symbolism connected to the Bible in that aspect.
