I've always had a problem with wanting to add more vehicles in maps like Blood Gulch instead of just Warthogs. When going to "Edit Multiplayer Settings". I chose CTF(Don't know why it's saying CTF anyone, should be asking for map), and then I go to the vehicle area, and then I see that it vehicle settings are default, which doesn't make sense since there are warthogs in Blood Gulch. After trying to edit this and add Banshee's, it did not work. I knew it would not because it never asked me which map to edit. And also, Auto-Balance does not work. It is at "Yes" in settings, but when I create a server it is not working.

So can somebody help me with how I can add more vehicles to maps that support those certain vehicles, and how can I get other settings like Auto-Balance to work?

No, it shouldn't be so. The rules you make for a gametype apply to all games. Some maps don't support vehicles.

You go into Edit Gametypes to create a gametype. Then you launch a map with that gametype. Each map has a maximum number for each vehicle type. i.e. You may only have four shees on Death Island and two shees on BloodGulch. A shade wil never appear on Blood Gulch unless you mod the map but that is a whole different story.

Thank you Iggwilv. I see I had to create a custom gametype to have a custom amount of vehicles in maps. However, the problem is now that the vehicles I specify are for ALL maps. Say I want two banshees in Blood Gulch, one for each team. But then four banshees in Death Island, since two banshees are set in vehicle options, there will also be two banshees in Death Island, while I really want four.

Specify 4 Bansees and I think you'll get the max number of Banshees for Bloodgulch(2) and Death Island(4)

Bingo! Or you could create two different custom gametypes.

Or you could not have Banshees because they are evil. Or add in tanks to cancel eachother out. Or have a homing rockets mod so you could kill them easier.

Or you could give people pistols and allow skilled players to work together to take them out.
