Wait, so the only reason you didn't like the Arbiter was because of the levels that you played as him? OMFG. Look people, the reason that Halo 2 wasn't as strong in the campaign department as Halo: CE and why the Arbiter's story wasn't as involving as it could have been is because the people at Bungie were rushed and had to cut a lot of things out. It's not the Arbiter's fault he had bad levels, its Microsoft's fault and our fault for rushing them to hurry up and finish the game by giving them a deadline. Halo 3 doesn't have a rushed deadline (yet, so shut up all you people who keep asking Bungie when it comes out!), except that it's supposed to come out in 2007. All Halo 2 was stressed on was the multiplayer activities meant to keep us busy and content until their next project. Now, thanks to modders and other cheaters on Xbox Live, the Multiplayer fad has died down and everyone wants to know when Halo 3 comes out.
To sum it all up: If you keep rushing a game company to finish their project, they have to cut things out to meet the deadline. Ever have a 4-page paper you have to do for school that was due in a week? It's the same thing. If you don't rush Bungie and let them take their time with Halo 3, it will be the game that everyone wants it to be: Awesome graphics and physics; strong multiplayer and campaign options; and most importantly, an inspirational story with memorable characters.
Halo 3 will be the best game that humanity has every played, so long as we give the creators some breathing room this time...
