Yes..

Their are some Inheritor who are terrible at the game, but they probably have gotten better since they first started but they are still bad. Playing a lot doesn't mean you're going to be a great player but you do get better as you play.

It depends on what they are doing with the time invested. If they are putting a lot of work while they're playing, then yes time does have a big impact. If they're just screwing around with friends in action sack or other non-competitive playlists, then no.

Time invested in the game, only has a big impact if your spending that time playing seriously.

not always, its how you spend your time trying to get better. if you don't try to get better, you won't get better nearly as fast

Skill level? I wasn't aware there was a meter to determine the skill of an individual.

But the more people play, they better they get. Even if it by a small statistical margin. Compared to others? A person who plays more isn't always better than a person who plays less. But compared to themselves? Starting off someone probably won't be great, but the more they play they better they get from their initial starting point.

So yes, "practice does make better".
