Well, if you've played the Eartj levels in Halo 2, you can see a humongous tower in the sky box, originating from the city center. That's the Space Tether, or the 'elevator'. It's a cheaper way to ship things into space and vise versa than launching them.

it was that huge tower that went up into the clouds in the halo 2 level metropolis.

its probably attached to a space station, but that's how the fleet gets all of its supplies. If you look at the supply crates on the Cairo, you can see the same ones scattered throughout Mombasa.

They actually have ideas to create a space elevator in the future in real life- obviously far in the future. Look for it on google its cool.

yeah, I was reading it a while ago. The elevator will be powered by a massive laser on earth which is picled up by the station at the top, and it uses the laser's heat for power. It's cheaper because you don't need to make escape velocity. It is planned to go to an observation station or something.
