Yes Halo 3 also used trueskill, but Halo 3 also had 1-50 ranked. I am pretty sure that influenced the match up process/trueskill in some way.

Shouldn't be, but but it happened. Not as often, but that's not necessarily tied to the trueskill system. There are other factors besides player skill that affect score discordance.

To an extend yeah, but the funny thing is Reach matches you up with bad or insanely good players every other match no matter what playlist you go into. So, I do not believe players are the biggest factor into this.
