Let me rate you OP, you can't hack reach/mod it other than color mods and something else. Why? Because the Reach default.xex and default_mp.xex have something called RSA checks. If you remove those checks to run mods you wouldn't be able to run it on a retail since removing the RSA checks makes it read as unsigned code.

Started off well with the 'RSA checks' ... then the google search lead you astray, you jumped onto 'unsigned code' ... and like a bad run of guitar hero ... the forum jeerd and boo'ed.
(plus one of the cornerstones of a modded map is a checksum regeration).
Plus how does any of you buzzword bingo deal with packet modding ... or even packet repeating.
- throw a nade, packet goes to host for validation of hit.
- repeat that same packet, no payload mods, just a udp spoof)
- host gets original plus any number of repeats
Host does not check validity of nade count, thats a client task, host plays out a nade storm - bingo.
Happened in H3 as well. Even seen Epitaph and the repeated falling kill on the centre platform - a side effect of a packet repeater. At least within reach the avatar projection help hide this tell.
But back to your rating ... needs more improvement on buzzword bingo.
