This use to make me upset also. Fire and fire and fire at them, and they take you down in one. The real secret is to get as close as you can. Weird ain't it? Well as in normal life, the shot gun shoots a spread of "pellets"... the closer you get to your opponett, the more "pellets" that will hit him. Really all I do to achieve the "one-hit-wonder" is jump around them, till you get close enough and blast them, that usually will achieve what you want. Other wise, keep shooting and throw a nade or two over their way. Also remeber lag, lag is a factor, so don't forget to lead!
There's a slight problem with this; 'The real secret is to get as close as you can' - I personally think that this information is wrong. While it's true the closer you are to the enemy, the more damage you do, at point blank range (i.e. melee distance) it is all easy to miss on the first shot, and against a moving opponent it is incredibly hard to make the kill without lots of luck. And knowing Halo, your opponent will probably have better luck than you.
The most effective use of the shotgun is within 0.5-2 meter range, where ususally 2-3 shots will kill the opponent with full health/shields. If they get closer, melee and backpedal. If they get further away, charge them. The shotgun will have approximately the same lead as the pistol, so for best results position your shotgun about 5-10 cm towards the side the enemy is strafing before firing (this is due to the closer they are, the faster they'll move across your vision). If the opponent also has a shotgun, try to strafe unpredictably (you should do that anyway) and open fire, possibly close for a melee kill.
Of course, against stationary opponents feel free to run up and unload a faceful of buckshot to AFK'rs or people who don't know the advantages of dodging.
