Personally, I've always found that people so loathe the Arbiter to be baffling. He is a surprisingly deep and well-developed character; he has doubts and a personality, argueably more so than the Chief, who has had next to no character development in the games. The books are fine; but in the games, the Chief is a wholly static character. Sure, the Arbiter may not have very much charcter development, but at least it's something .
Nor is it playing differances. Except for the camo (which is accualy useful, as opposed to teh flashlight), they play identically.
Thus, I conclude that it is a mix of deviation from the norm of playing as the Chief , and the Arbiter had more levels featuring the Flood. The first is absurd; it's pure plot. Get over it; if you just imagine that your whering a gauntlet instead of cerimonial armor, you'll be just fine. For the latter, that really can't be helped, and it's dumb to blame it on the hapless character model who got stuck with those levels.
Uprising and Great Journey were some of the best levels in the game. I played them constantly. Finally, someone who gets it. I would love to see the Arbiter in the next trailer, if there is one. Or at least in some screenshots. Next-Gen Arby is going to be HAWT...
