1. How do the UNSC troopers aim the Assualt Rifle? Do they have that little thing Spartans and ODST's have, or do they(in the actual universe)use the tacticle rail to mount scopes on.
According to the Fall of Reach all UNSC forces have a standard-issue neural implant, (the Spartans get an upgraded AI-integrating one) it wouldn't need to be very complicated to project helpful information directly into the user's optic nerve. The optic nerve is one of the largest in the body and comparitively easy to tap into compared to others in the brain, plus you can't do any fatal damage even if you mess up monumentally. They usually have a helmet mounted sight as well, as others have said.
2. A carbine is a shortend version of a rifle, so is there a full version of the Covenant Carbine?
I suspect it's designated a 'carbine' by the UNSC purely because of it's role. The plasma "rifle" has not got a rifled barrel after all, it's just given the designation due to it's role on the battlefield.
3. How do the Covenant aim their plasma weapons?

The Elites at least probably have similar neural implants to the UNSC, the Arbiter has a HUD even though his eyes are uncovered, the Covenant handbook for Halo 2 says that it is a function of the Sangheili combat harness, I'm presuming the armour relays data to an implant, which relays it to the brain.
Jackals often wear physical eyepieces, and Hunters have optics in their 'helmets'. The grunts that wear helmets (spec ops and similar) presumably have some manner of active vision assist, they certainly dont have a clear visor, so cameras are involved. Regular grunts are probably unassisted.
