That's Cassandra, and it is never said if she is a Spartan or not. (It's pretty obvious that she has a deep connection with John though.)
The Books are Official Canon. Their are still Spartans alive.
EDIT: or, at least were alive at the End of First Strike, But I doubt Bungie would just Kill off the other Spartans so easily. i think they are planning to incorporate them somehow, even if just by name.

Bungie has not recently stated that the books are canon, so, don't just say that. I know howstuffworks has them saying that, but that article is old. There are several stark differences between what happens in First Strike and what happens in Halo 2, which proves its not the same thing.
Bungie is the only source for information, they last time i checked, The Books are Canon, and said all fans should treat it as such...
But you aren't seeing what I'm saying. The books contradict the game. In the First Strike, the covenant know where earth is and they are gearing up to attack it, they know the coordinates. In Halo 2, the covenant accidentally stumble accross earth. They have the coordinates, but they are reading them as forerunner coords. The difference being that in First Strike they are going to earth to kill humans once and for all and in Halo 2 they are going to earth, not knowing that it is the humans homeworld to find a forerunner artifact. They come with a tiny force in Halo 2, they are preparing with a massive force in first strike. So, go ahead and argue that the books are the same thing, but, I'm just showing you that they contradict.
Also, Bungie could've made story changes between the time that First Strike was published and Halo 2 was made. It doesn't have to completely fit.
