Bungie have expressed in the past how Halo 2 was rushed to a finished state due to several unfortunate factors, and that the third act was cut. Is it common during development for large or significant sections of story/gameplay to simply be taken out? How do you judge what is vital and what is not, or is does everything have the potential to end up on the cutting room floor?
