When im reading the books and looking at the wiki, it seems like the UNSC is like a democratic junta but those 2 usually dont go to gether. On one hand, they have gun rights and on the other hand, the military seems so want to keep a tight hold on everything, no matter how much sense the other side makes. I mean they use nukes to put down rebellions, which i totally dont understnad

I'm guessing it's democratic in terms of voting and passing of bills, but military in terms of action and enforcement.

I believe that they use some sort of Fascist military control during the Covenant-UNSC War. I'm sure that they operated differently in peacetime.

I'm pretty sure that the UNSC is pretty much the Military branch of the democratic government (the UEG), which governs the colonies from Earth. However, I assume the UNSC has jurisdiction over the colonies to a large degree, since they are responsible for providing transportation, protection, and supplies to the colonists.

So the hierarchy would go: Colonial Governments -> UNSC -> UEG.

But during the war, the UNSC took control due to the state of emergency, and effectively enforced a Military Junta.

The UNSC is not a government, it is a military that has essentially subverted the government of humanity and declared martial law.

UNSC is an emergency military government which came into power during the insurgency and became a virtual militarism during the Covenant war for obvious reasons.

In peace-time, the UEG is the government -- in Glasslands, we see the UEG is in power once more. It's a flawed system, in my opinion. One government can't rule an entire galaxy of humans, especially with multi-species integration which will no doubt happen in the future.

Austensibly the UNSC's influence over society is that of a government being given emergency war-time powers. The war in Halo however has gone on for 20+ odd years. Thus in function the UNSC is a fascist police state that uses a highly sophisticated mixture of propaganda, espionage, and artificial intelligence to manipulate human society.

From what I've read, the UEG (United Earth Government) is officially a democracy, with an elected president. In reality, however (which almost always turns out different), the UEG has a figurehead, their president, while just about everything associated with the function of the government is really run by their military arm, the UNSC. Effectively, it's a military junta under the guise of a democratically elected figurehead.

Yep. During peacetime, e.g. the beginning of Contact Harvest, the CSA (Colonial Security Administration) and the UEG (United Earth Government) seem to be running things.

The UNSC is an emergency wartime military dictatorship, insofar as I understand.
