It is not about the number of changes, it is about the direction. Halo has become more acessible, the game has become much easier to do okay at, which it does by reducing the impact of skill. Bloom means 2v1 DMR will always be a death, unless your opponents are pants on head retarded, it means less multi's on swat, it makes the game easier by reducing the importance of aim skill. Armor lock means you can get outplayed and then just lock up while your teammates throw grenades at you to save you. Sprint beatdown means pressing three buttons is a faster kill then any non power weapon. Reduced movement speed means strafing and general movement skills are less important in resolving fights, and aiming is easier. Stronger grenades require less precision and timing to use. The jetpack breaks map control, making it easier to dislodge a better positioned team... the list goes on....those are just some of the high points.
