Generalizations.
Helping idiots hate other idiots since people have existed.

Let's say someone makes a legitimate thread that abides all forum rules. But other users come in, derail the thread, and start breaking multiple forum rules. Eventually, the entire thread is just one massive flame war complete with trolls, spammers, and other rule-breakers. (AKA, The Flood on a normal day).

In this event, would it better to report the Original Post, or report the replies by the rule-breaking users?

I would think the OP would be better to report, but that deosn't mean he or she should be banned. If anything I would hope that the OP would ask for a lock.

Report the post in question, not the topic. If you report the legitimate post, it will be inspected and, if legitimate, the report will be tossed out. It may bring attention to the topic, but it'd be much more effective to report the offending posts.

Rule-abiding users might not report the same posts, though. (In this hypothetical thread, there are dozens of rule-breaking posts.)
If I'm not mistaken, posts are only checked by the mods if multiple people report the same posts?

Well, personally, I'd say that if the thread itself has gotten to the point where it would need to be locked, report the thread. Otherwise, just report the post. Report what you wish to have action taken on.
