If i want to make a new B.net account can i take my xbox gamer tag off this account and put it on another account???

Yes you can. Unlinking/Linking Gamertag & Bungie.net Account by Changing WLID. This should help you out with all questions you have.

Yes, but in my experience it's a somewhat complicated chain of steps. Be careful when doing so, because once you switch your email you can't do it again for 30 days.
