Priority. Your shots/movement/actions count first. The caveat is, networking can't possibly show everyone at the exact same time, so Reach gives leeway on when a person did any action. This is why you see so many simultaneous kills, if they didn't have that, you would be going "I shot him first, and they just walked away" more often than "I shot first, but we both died, it's just lag I guess".
If a person gets host and is really laggy, then they will have a huge advantage on priority of attacks/movement, because those are all based on info sent to said host from all other players. Otherwise, with the networking system in Reach, it doesn't matter nearly as much as say, Halo 3. You get priority on when you did things, but if the other person saw themselves attacking you soon enough it will still hurt you anyway.
H3, you would get a ton of 'dropped' shots, where you would see your shots hit, but they wouldn't count because of latency issues with the host. I rarely see that in Reach, but you do still see it occasionaly, along with host (or people better connected to host than you are) hitting you around corners, or after you think you already killed them etc.
