What different reasons do you ban for? And...I fail to see how the goals of Xbox Live and Bungie could be that different? Furthermore...why have visible rankings anyway? If no one can see their own ranks, or ranks of others, and people are matchmade soley based on a "super -secret-1337-invisible" ranking system, then would people really cheat as much? And speaking of crapcidental bannings, I know of a guy who opened his Xbox 360, played Halo 2, then got banned within 24 hours even though he had done nothing wrong. He said he really couldn't do anything because the e-mail appeal process was apparently non-existant. But that's just what I've heard, I'm all for banning the cheaters but I'm the type that'd rather free ten guilty men just to save one innocent man.
