Many people here do know how to make a clutter free desktop but I am here to help those who may not. I will show several basic desktop organizing tools to help you. All the programs I will show you are completely free and legal.
Start button skin changer
Here are some of the skins
Does exactly what it says it will change your start button icon to what ever you want the program comes with 10 premade ones already if you don't want to go digging.
Fences desktop organizer
This program you create as many boxed areas that you can label ,color,fade,re-size,move anywhere on your desktop and home all your clutter icons. To reveal or disappear the fences you just need to double click on your desktop and they will do what ever you want.
Examples:
Clutter Bug
Average user
Organized
Rainmeter
This program lets you do all kinds of neat customization and allows you to put widgets and gadgets of any kind on your desktop for you.
Examples:
Simple
Moderate
Complicated
Rocketdock is a different desktop organizer/customizer that I have little experience with personally but it looks as competent as the other programs I have already listed. I will research this program a bit more so I can accurately let you know its capabilities.

Combinations of these tools:

Random person
Another random user
Mine with a few icons left visible
Unique
Also to people who may not know changing your icons is pretty simple. Just right click go to properties and hit change icon. The files you want to find are online and are .ico files that are compatible. Best of luck to you all and if anyone has questions I might be able to answer them.
Other notable mentions for desktop customizer programs:
Flux
Mango
Mostly for windows phone.
Sound Customization:
There are several steps and tools needed to customize sounds on your computer. The sounds that I have changed are my log on and off sounds as well as my start up and shut down sounds as well as error ,trash bin,and PM notifications.
The tools you will need are a MP3 to .WAV converter or the sound clips that you want in .WAV file format. The clips you use will have to meet the minimum time requirement to convert correctly to .WAV files you can make any clip fit more than 5 seconds by adding silences before and after the initial sound clip.If you do not add the silences to make the clip longer than 1-4 seconds in length the .WAV converter will incorrectly size and convert it. The sounds will be converted but compressed meaning it will be 0.00 seconds long and all you will here is a short chirp. If your sound clips are longer than 5 seconds long do not worry about the silences.
MP3 to .WAV converter download here: http://www.mp3convertors.com/
The sound editing program is called Audacity and you use it to edit and expand or shorten your audio clips to play correctly and activate when you want them too. Program download here:http://audacity.sourceforge.net/
Now you need sound clips to use you can look them up or use the one I will link.A variety of sound clips all from Portal 1 and Portal 2 of every character you can download ,the MP3 file sound clip in the bottom right hand corner after you play a clip. It will come up as direct link that you should open up in a separate tab so you don't have to keep going back to the page.
Here is the page with all the Portal game audio clips:
http://www.portal2sounds.com/
I recommend checking out the turret and GLaDOS sounds as they sound the best and have simple lines. Any work and many are funny.
After downloading the MP3 files you edit the convert to .WAV files so your computer can use them. Now that you have your clips you can right click on your desktop and go to system sounds and this will bring you to where all of your system sounds are located. You can play and change any of the sounds you want by browsing and opening the .WAV files and applying them. You can test them before applying them here and any changes can be easily reversed in the future by just setting them back to default settings.
