Naturally, there are hundred of threads on these forums which address theories regarding the location of 'the Arc' and its relation to Earth, etc. What I am trying to do is to build a realistic image of succeding events in the Halo stroyline, without any extravigant theories. So far, buy studying the facts presented in the games, and on bungie.net, we can conclude that 'presently', all of the installations are on standby after the shutdown of the activation process of the installation in Halo 2, and remote activation must be carried out at the 'Arc', if the installations are to be activated. All evidence suggests the Arc to be located on (or around?) Earth, and the biblical connotations of the name suggest somekind of shelter from the force emitted by the installation system as it terminates all sentient life within its range. In the well-known bible strory, 'Noah's Ark', the arc refers to the ship in which the predecessors of the succeding human race must endure the 'great flood' in which all other life forms on earth are killed. If we are to transpose this situation to the Halo universe, another form of flood threataning the human race is visible. It would seem that the 'Arc' at which remote activation of the rings is engaged, also acts as a shelter from the forces intended to destroy all life. At the end of the trailer for Halo 3, therefore, it would seem that rather than another Halo buried under the surface of the earth or any other current speculative theories, that the covenant have simply uncovered the arc, and plan to activate it. Please feel free to criticise, build upon and reinforce my points.

I agree with your theory. By activating Halo from the Ark the Covenant will be the only ones left in the entire galaxy. Thus they will be lifted to the "Divine Beyond" leaving everyone else dead. Secretly, I think this was Truth's plan all along to find the human homeworld/ forerunner refuge and exterminate them. That's why at the end of H2 Regret told MC "This time (second activation of the Ark) none of you (forerunners/human) will be left behind."

Quote from a prophet to a human vessel:

What you have begun in the days of old
We shall end with an unstoppable crusade
For your place in this universe
