Don't do anything you wouldn't want to have to explain to paramedics. Trust me, I'm a pilot.
The exact gametype you're describing, in my opinion, doesn't sound all that great, for the specific idea that you have to acquire a helmet you already should have to fight in a space/ground battle. It just sounds too big to work. If you want low gravity and infinite jetpack, you can put it in a custom game. Combine it with a map of your choosing/design, and you'll have something similar, but more workable for Reach.
