face it. once halo 3 comes out, modders will be all over it like white on rice. i my self have a modded xbox and a normal 360 that i play on xbox live. i have done great modding and added things bungie wont(skins and stuff).
my thinking is ppl who use modding to win games are cheaters. but if bungie found a way to let every one have the same power as that modd then it wouldn't be cheating and would piss off the modder.
maybe write a hidden program that once a mod is enabiled then it will spread that mod to every one to have it.
that's just stupid.
bungie just needs (and will) change the way that dl'able content is stored, so that it can't be tampered with to run on live.
modding shouldn't be shut out, but made impossible over live. people who play modded levels for fun and not to lvl boost are fine, and good. So long as they play across XLink Kai or XBC.

Be careful of modding, you might get caught by Bungie.
Bungie can't tell you not to mod.
What the can do is tell you not to disrupt online play, as the user agreed to when signing up to xbox live, and buying the game.
Modding for fun and to create incredible new user-created levels, skins, weapons, and vehicles is perfectly fine, unless the modder is homo-blam!-, downloads someone else's mod, then goes onto live and tries to level boost.
