In a time long past, the armies of the dark came again to the lands of men. Their leaders became known as the fallen lords, and their terrible sorcery was without equal in the west.
In 30 years they reduced the civilized nations into carrion and ash. Until the free city of Madrigal alone defined them. An army gathered there, and a desperate battle was joined against the fallen
Heros were born in the fire and bloodshed of the wars which followed and their names and deeds will never be forgotten

Ok, so I did a little searching around.
That particular eagle is certainly German, but is specifically associated with the Marshall Islands. The Marshall Islands were sold to Germany, but relinquished by Germany at the end of World War I. This is where the eagle starts popping up in Marshall Islands history. (Source: See "German Colonial Period")
That said, the German eagle (of any variation) started to show up when Charlemagne was crowned. (Source)
I'm excited about this new connection, especially the Marshall Islands part.
The city on the map that SonicJohn and others were piecing together is, as we understand it, Puerto Princesa in the Philippines. The Marshall Islands are on the other side of the Philippines from Puerto Princesa, to the far east in what's called "Micronesia." this is mainly just coincidence, but we are in general southeast Asia.
Long story short, the Marshall Islands might be relevant, or that variation of the German eagle was chosen for its artistic appeal.

I don't know if you guys have noticed yet, but the crest on the knight's cape in this picture is a German eagle from the Holy Roman Empire (http://marshall.csu.edu.au/Marshalls/html/Flags_and_Seals/Ger manEagle.JPG).
The credit for making the connection goes to King Leopold789:

There's nothing generic about a man wearing an armour holding a long-range weapon, wearing a Bane-like mask and to top it off, wearing a red cape with an anglo-saxon crest on it.that is actually a german eagle from the HRE, NOT anglo-saxons..

I used to live in Guam, right near the islands of Micronesia and part of the Mariana islands, I find this turn of events exciting.
Guam today is an important U.S Territory and the site of an airforce base and a navy base.
