I don't know myself but it would stand to reason that the makers of a game know how to give themselves advantages over others.

This is just an example of what might happen: Someone is fighting in a Halo Reach firefight and a grunt with a rocket launching assault rifle shows up and starts flying around with a jet pack.

Employees don't even have the ability to cheat. Their Dev Kits only go online through partner net and the only other console that could poke changes like that is a jtag which can no longer go online. Even when they could go online, they couldn't do that type of thing in an online match. So the answer is no.
