So, this theory of mine would only work if the Insurrection started up again like it was before and in the beginning of the Human-Covenant War, and that's a big if.

But anyway, perhaps undercover Insurrectionists volunteered for the Spartan IV program, which, correct me if I'm wrong is set up like Orion in that it was fueled by volunteers, and after training they just double crossed their trainers and fellow non-rogue Spartan IVs.

What do you think?

I have a fealing it is like only the best can succeed, plus they are ranked so that those teams with higher ranks are better, and usually everyone wants to get to the top so all is fair. So killing each other is allowed.

I'm guessing that it's either live-fire training exercises, or training sims. (The description for the Pit pretty much confirm the existence of VR sims.)

As for why they're fighting at Forerunner facilities, well, 343 better have a good explanation for that.

I have a theory and it might sound a bit crazy but stick with me. I'm assuming after the Human-Covenant war humanity started using Forerunner technology. Now im assuming that ONI would be responsible for looking for the new Forerunner technology. Now ONI usually works with their best interests in mind, so it wouldn't be impossible for disagreements to ensue over who uncovered a Forerunner relic first. Now if ONI started using Spartan IVs to find Forerunner relics, what would happen if two groups happened to stumble on the same find. Like I said just a theory.

Perhaps but it feels like the conflict is a little more real, but maybe that's the good explanation that I feel they have.

Sounds like human motives with a covenant-like conflict, but I doubt humans would act so brutish (no pun intended).

ONI has lots of potential Spartan IVs after the Covenant - Human war, but can only use the best of the best. By going through a series of tests where the Spartans are put against each other, ONI can work out which Spartans are good enough to keep/use.

The way this would work in gameplay is that there could be 'trueskill' again and the aim is to win and get to the top [of the rankings]...

I don't know. Just something I thought of.

explanation for the forerunner environments: One, they are dropped off on a remote artifact to do a combat simulation, also to get them acquainted with something that is actually forerunner.
Two, random slipspace jump takes them to a shield world and they go crazy like in Lord of the Flies. Feral, basically.
