The point of a report button is to hide rule-offending or just generally offensive posts from being seen by the general public (by default, that is).
When a thread is locked, obviously, not all posts are hidden from the public. If it's a thread that is, for example, blatantly about religion, (Let's say.... "God is not real and why you're dumb"*. Yeah, that'll do.) and it gets to the 10th page before a ninja pops online and locks it up, then that's a good 250 posts that they'd have to read through (agonizingly) to find offenders if they wanted to truly clean up the thread for good.
I doubt any ninja would do that, and I don't blame them.
If someone else happens to be reading through the thread however and finds something like a bypass of the profanity filter, that's something that should be hidden from the general public (and result in a ban). Therefore the user would report an offense that the moderator would not have otherwise seen.
