Isn't the Ark supposed to be the one place in the universe that cannot be hit by the Halo's blasts?

The halo series tends to use a whole lot of religious terminology. Take for instance the name of the great scourge affecting the universe. The "Flood". What saved Noah from the Flood in the Bible? The Ark.

If we extend this relationship further we can infer that the Ark must be the place that the last of the forunner took refuge from the flood, and from there activated all of the rings. This would make sense because the caretakers of the Rings (Guilty Spark, Penitent Tangent) keep referring to Humanoid lifeforms as reclaimers (The do not refer to any species in the Covenant as being able to activate any of the rings). The Ark, being on earth, would be the place for the forerunners to start repopulating the universe after the first halo blast. Africa, being the birthplace of mankind, would be a fitting place for the ark to be located.

I'm pretty sure this is how the Covenant figured out where the ark was. They found spacial coordinates for the rings and the ark from another forerunner ruin, and travelled to them. They are unable to activate any of the rings without a human present, so that is not a threat. When they jumped to the ark though they did not expect the presence of humans (explained by the relatively small size of the fleet sent there). The coordinates of the Human homeworld are kept super-secret. Regret was the commander of the fleet sent to explore this set of coordinates.
