Neither are more challenging (at least if they only have melee weapons). A Hunter pair is a more durable and dangerous opponent (except in CE).
But if you mean in a fight,
CE Zealot > H3 Chieftains
CE Goldie has EMP sword (Chieftain's power armor would go down in one hit), big melee radius (so the hammer explosion wouldn't be much help), crazy leaping action (whereas Chieftain needs to first activate Invincibility to start leaping), good shield and fast movement, possesses recklessness (so even if he goes down, the Chieftain will go down with him), and fires weapons in long yet accurate bursts.
Applying gameplay mechanics are we? Well in that case, the Chieftain can just make a vortex with his Gravity hammer and suck the Zealot inside, poof, dead Elite.I'm just making a first person shooter observation. Afaik, gravity hammer is a big hammer that produces a shockwave when slamming against an object and has a bladed side.
Edit:
Now that I think of it, is the hammer shockwave like the initial wave from an artillery shell? In that case, the Chieftain would win. But if it's harmless, the Chieftain's screwed.
