Ok so not making drastic changes is going to hold the series back and kill it sooner rather than later whereas making drastic changes (aka Reach) every game is going to make the franchise prosper? The evidence does not support that idea. H2 was the #1 game on XBL its entire cycle, H3 was #1 on XBL for like 1.5 years and #2 the rest of its cycle. Maybe #3, but I dont remember perfectly. Whereas Reach was only #1 for about a week and then started going down and down until it hit like #7 or lower. Yes, Reach has gotten back to #5 due to the TU but thats still nothing compared to H2 and H3s populations. Drastic change takes away from the population.
When you make change you have to make sure it isnt drastic. For example, adding equipment from H2-H3. They did it smart, you had to pick it up on the map, you didnt spawn with an advantage. Halo was always about spawning on the same ground and earning all advantages(power weapons, powerups, etc). Reach allowed us to spawn with an advantage. Anyone who plays Arena at single digit level and has to deal with players who abuse the living hell out of Jetpack know how ridiculous it is. MLG made AAs work by making the players earn them, or by giving both teams 1 of the AA.
A good example is on Sanctuary. Both teams have a Jetpack on the bridge from the objective to the sniper. You dont have 3 people on 1 team and 1 person on the other team jetpacking to ring 3 like you get in Arena on Asylum. Or on Pit. Theres an Evade in long hall and whatever person earns it in the opening push will have it for his team.
Anyway, the evidence shows that you can make change to the games(Dual Wielding/Dealing Damage to Vehicles from CE-2, Equipment from 2-3, adding weapons, etc) but you cant make drastic changes that change the way the game has been for almost a decade.
