I don't know if bungie ever released the actual cost, but I can't imagine that it had an incredibly large budget, considering that it was designed by a single programmer and all the art was made by a single artist in a company that had only shipped two very small projects on a rather unpopular platform. Furthermore, it was made using fairly simple technology compared to today's standards (regardless of how cutting edge it was back then). Thus, I'd imagine that that largest portion of the budget was living expenses during production.
If you're interested in pathway's development, take a gander at this interview. Jason specificaly says "Gee, we don't have any money..." when reminiscing about the project.
