You need to do this to get the annoying lines out of the video:

Download VirtualDub installer (it's a freeware video editing software), install it, and load whatever *.avi file you want to remove scanlines from into your installed VirtualDub. Go to where your File/Edit toolbar is and drag your cursor to the right until you get to "Video". Click that, and a dropbox will appear with options "Filters, Frame Rate, Colour Depth..." you will want to select the first option which is "Filters".

A box titled "Filters" with options on the far right "OK, Cancel, Add..., Delete..." you will want to select "Add" because you are adding filters to the video. Another box titled "Add Filter" with all the filter options will appear. Select the filter titled "deinterlace" that is right under the filter named "convert format". Having "deinterlace" selected, click "OK". Another box will come up with various options as to how you want to remove the interlation. Click OK. Click OK in the Filters box again. Scrub through your timeline and your filtered video should show on the right showing your deinterlaced footage. If no effect is visible, go back to your filters box, this time instead double click the filter that you have loaded - The options for that filter that popped up before will come up again. Keep on picking options, OK, and then scrub through the timeline until the video pane on the right hand side is completely deinterlaced.

Once you're happy with your results go to File>Save as AVI>Save.

If you have any questions on how to do it just send me a personal message :)
