Wait, your download messed up for CE, and you're lagging on Halo PC?
Okay:
ISP might suck.
Someone else (Computers, phone) or something (Apps, other programs, etc.) else might be lagging you.
Also, if it was 99%, and it closes, the .part file will be where you d/led it too, so rename that to .exe instead of .exe.part..it should work. (It worked when I downloaded Halo HEK. (How you make maps for Halo CE)

Yes, I am a hypocrite, and I'm sorry. I really do mean well, but I'm not running on all cylinders.

Everytime someone buys a copy of Halo 2 Vista, a puppy dies.

People might not be able to connect to your computer. Try calling your Internet Service Provider and ask them if they block incoming connections on port 2302, because that's the default that Halo uses to allow incoming connections. Otherwise, if you're using a router between your computer and the internet, learn how to "forward" port 2302 from that router to your computer. I see so many hosted games that I can't connect to because they haven't sorted out firewalling and router issues.
