A couple of misconceptions in this thread. First, Bungie didn't have a 10-year contract with Microsoft like they now do with Activision. Bungie were owned by Microsoft. In 2007, a deal was struck for Bungie to become independent again, and part of the deal was that they had to make two more Halo games (ODST and Reach).

Oh yeah, one last thing, the head guy that worked on Halo 2 with Bungie, Frank O'Conner, he's now the head guy for Halo 4.
Frank O'Connor was not the "head guy" for Halo 2. He was a gaming journalist hired by Bungie during the later stages of Halo 2's development to engage in more direct PR with the community and gaming press and to manage the content on the Bungie.net website. For Halo 3 he helped to work on the in-game combat dialogue, but as far as I know that's his biggest actual contribution to any of Bungie's games.
I don't understand why so many people think he created Halo or was the lead designer or project lead on the earlier Halo games, and it's frankly (no pun intended) annoying because it means that the people who were actually responsible for those things don't get due credit from the community.
Also, isn't Josh Holmes the "head guy" for Halo 4? I thought Frank O'Connor's role at 343 was more to do with managing the wider Halo brand for Microsoft than actual game design or development.you are most likely correct. I'm using the information I've heard tons of other people use, along with my vague memory of the break-up. Sorry.
