All I know is on the packaging for my Infection Form action figure, it say that they are injured Combat Forms. I don't know what that means in reference to this question, nor do I know the difference between an Infection form and a Carrier form. I'm assuming one is the swolen hemehroid thing, and the other are the little 'roidlings inside.

infection, a carrier is a grunt,1 infection->2 Grunt->3 Carrier->1 Infection->2 Grunt->
3Carrier->etc.

Well, if the Forerunner created the Flood, I think it would be the infection form first. It would make sense to make the base form, and then branch out into the more complex forms, like the carriers and the combats. Maybe after creating the infection form, the Forerunner created the carrier as a way of reproducing infection forms so they wouldn't have to keep using their materials to clone/copy/rebuild/yaddayaddayadda the infection forms.

how? Grunts are the carriers, The forerunners were on Halo long before the Covenant, or were they?

Grunts aren't necessarily the first carriers. Maybe the Forerunner created the Flood, and experimented with it on themselves, or local animal test subjects. The Forerunner saw what they had created, and tried to eradicate the Flood. The combat forms got injured (or carrier forms were naturally made from some small sized animal), and were changed into carriers. The Forerunner eventually contained the Flood, and put them on lockdown. Then they left Halo to be discovered by some unlucky race of creatures.
