The initiative for forging a community is always going to be user-based. Bungie can provide platforms to make that easier (private groups, ride alongs, servers in other games) but that drive and willingness has to come from the people already here. That really isn't an easy thing to coax out on a macro level (although I think those ride alongs do a good job) but thankfully there a more than a few people here willing to do that on a micro level (people meeting up with people, independent of Bungie-induced initiative).
Additionally, achieving a sense of community is much more difficult here (than, for example, Facebook) because people are really only going to be initially connecting on one variable (a love for video games) and from there have to find out what else connects them (whereas on Facebook you already have the benefit of starting off as friends).
In seven years, then, I think the best that Bungie can hope for in regards to the community is to be recognized (even by people who don't come here) as a place where you have a good chance of finding awesome people to play with for whatever video game interests you. I personally would consider that to be a big accomplishment (though hopefully not as big of an accomplishment as the games they create).
