here is my theory, you may not believe it but it makes sense. OK, the prophet of truth knows what halo does, he knows that it kills all life yet he does not inform any others. he instead tells them that controlling halo will begin the "great journey". He finds out about the ark and discovers that it contains unimaginable power, he wants this power to himself and no others (this explains why he basically let regret and mercy be killed).

However, the heritics come along and will spoil the whole plan because they know halo and the arks real purpose, which they learned from the oracle. Truth realizes this and decides to send the arbiter, a disgraced elite who is a great warrior and also very intelligent. he knows that the arbiter will destroy the heritics and hopes that he will be killed in the process (because the arbiter is too smart to be used as a pawn). he uses the arbiter to retrieve the index and eventually betrays him. believing that the arbiter is dead, and the knowledge of halos purpose with him, he uses the stupid loyal brutes to stage a civil war and kill off all of the elites who were loyal to either the arbiter or half jaw (who do not trust the prophets) in high charity and delta halo.

Meanwhile truth has sent the massive fleet to attack earth. the covenant, including the elites on these ships have no idea about the civil was and do not know they have been betrayed. therefore, to them, the covenant is still intact. he then sends taurtarus to delta halo to activate the ring because he knows it will kill off all the remaining elites and tartarus brutes. (truth wants tartarus killed because he knows that tartarus would want some of the arks power). now, truth being the complete dictator over all of the covenent, with noone to oppose his authority, he travels to earth to destroy it and claim all of the arks power for himself. remember in the bible the ARK OF THE COVENANT contains much power.

evidence of truths betrayal

he tells tartarus to activate the ring with the index and also sends all the council there, if he belived in the great journey would he not be there to witness it?

he lets the flood take over high charity, if you listen to his quotes during the level gravemind, he seems very nonchelant and noncraing about the flood on high charity.

he lets mercy die from an infection form

he lets regret be killed by MC

the covenant civil war seems to be started with no real motive, meaning it had to be staged by someone (prophets) they knew that the elites were to intelligent to be used if they were to discover any evidence of the truth

if you listen closely most of the plot line of halo 2 is in those last levels and lots of info can be gained from them

it could be helpful info, but i dont think its hard to see it in Halo 2

for most people it is, most people believe that all the elites are gonna be your buds in the third halo. i belive they will not and their are still elites that do not know. i think that in halo 3 it will be the arbiters main objective to inform these elites of the betrayal, therefore turning the tide of the war

well sorry if conclusions have been drawn already but i just wanted to make a point that elites will most definatly be enemies in halo 3(i believe) and i hope this post helped

if you do recall that in one of the levels an elite says, "Arbiter, the Prophets have betrayed us!", even though im not saying that the elites and humans are gonna be allys, but, just a thought
