Truth all the way through halo 2 behaves unlike the other prophets. While the others wanted to execute the arbiter Truth seems to have other motives.

""The Council decided to have you hung by your entrails and your corpse paraded through the city. But, ultimately, the terms of your execution are up to me."

And then he willfully allows the Master Chief to kill the Prophet of Regret by ordering back Spec-ops phantoms

Spec-ops "His murderer was within our grasp; if you had not withdrawn our Phantoms-"
Truth: Are you questioning my decision?

And in so doing this he not only replaces the Elite guards with Brutes but also he gains more control over the covenant with Regret gone.

Also in the same cut-scene Mercy says "Even as the humans' annihilation filled us with satisfaction, the loss of one of the sacred rings wracked our hearts with grief."

Truth puts it aside impatient not caring (listen to the way he says it)
"Putting aside our sorrow, we renewed our faith in the prophecy that other rings would be found, and see how our faith has been rewarded."

And finally at the ending cut scene of the level Grave mind and the most obvious example is when Truth allows the flood organism to kill Mercy

Hmmm, i think he ultimately is the bad guy, but hes still with the covenant, hes just power hungry. He knew the arbiter was very skilled, which is why he saved him from execution, so he could get the oracle and the key etc.

And if you watch the special edition dvd youll kmnow that the elites and prohpets used to fight, so id sayt truth still hates elites, so he withdrew the phantoms to make sure of two things:
a:regret would die, leaving him with just 1 other hierach to get rid of, and b: make it seem like the elites couldnt do there job anymore, giving more power to the brutes.

Then the reason he let mercy die, is probably because he wants to be the sole leader of the covenant, or he just couldnt be bothered the time it would take to help him, as he does sayt the great journey waits for no one....

Sounds about right, you forgot to say that he had the Council assassinated by the Brutes.

Yeah thats right all the councillors were "murderd by the brutes".

What ever is going on, it's some agreement between the brutes and the prophet Truth.

yeah, i 4got about that, but it just proves my point, truth knew the only ones that could stop him from gewtting total dominance was the other two higherarcs and the elites, especially the council. The foll should have let the rbiter die, but i spose he never knew him and mc were gunna team up and kick his ass!

Well as he is an old guy and allied himself with brutes (the name pretty much sums it up) the new Brute Chieftain will probably dispose of him because he is a liability but let's hope we get to kill him as the MC or even better as the Arbiter.

I still think Truth has a secret plot running a different course to the covenants salvation

ooh! loving this thread!
truth probably thinks (or hopes) that the brutes are not clever enough to work things out, and they are strong enough to protect him (any combat forms look like brutes? post a link.) and that they would not rebel. you see how loyal they are.

Hmmm, maybe the parasite cannot penetrate the hair? I have seen Brutes lying throughout High Charity in the last MC mission but no Flood, but then again the same goes for Grunts, Jackals and Drones.

flood only infect creatures of a certain size and above. the grunts jackals and drones are not large enough. i'm sure if elites humans and prophets are big enough, brutes would be...

He is a bad guy but is he the mastermind behind the Covenant? I'm not sure, I think there is an Forerunner AI construct that he found on the Forerunner ship that he answers to.
