It's because the derps who made the game went and said HERP DERP LET'S MAKE EVERYTHING HIGH POLY WHEN IT'S UNNEEDED!
Honestly you don't even see half of the polygons that the Magnum is made up of in Halo: Reach, and it's got twice the poly count than Halo 3's Marine models!
When will idiots these days stop and think "Oh, well I could just forget about gameplay for the moment and tank up on polygon use! Yeah! Let's brag about our polygons! Make flat walls with more than needed polygons! A cube instead of being made out of 12 Polygons will be made out of hundreds just because we can and everyone knows that HD is the best!1!11one"?
Framerate suffers in Halo: Reach because they thought they should show off how many polygons they could render in a single scene. Now there are too many polygons, and the rendering system craps itself when too much is going on when in Halo 3 it's smooth throughout.
Why, would a cube use a total of 12 polygons? That would be stupid as a "normal" cube uses 8 only ;)
