That would just be a client side view of what happened. The bullets being fired is received and sent by each client and the host. The network is programmed on the basis of packet loss rate, and if duplicate packets are sent, then the packets that would be there otherwise would be lost and the lost packets would be enough to switch host. I've been in engineering and networking for years now...
You wouldn't even see it client side, because you're sending the packets and not receiving them. It's similar to why if an actual modder is not host, they still can't rapid fire even if it looks like it to themselves, because the host xbox says it can't happen that way.
In any case, he's wrong anyway, duplicating packets would not enough to make it think you are rapid firing. There is timing data in the packets to be able to have an 'overall' time when things occurred (so host can decide to send it even with a delay if it was received soon enough, leading to simultaneous deaths etc.), so duplicating one would not add anything extra. I'm sure there's more that would stop it as well, but that's part of it.
