This is standard operating procedure for Bungie. Hell, everyone knew they had been making Halo 3 since Halo 2 was released, but they didn't announce it til E3 2 years later. Bungie is just secretive like that. I'd imagine they're waiting until they're happy with whatever they're going to show, and have everything in place that they think they need to control the info. There may be something to the "building suspense" theory, but I learned long ago not to expect much info on Bungie games until Bungie is ready to give it up. Its just how they've always worked.
I think they're also nervous about what happened to them during the Halo2 demo. They made an awesome level to show it off to everyone at E3 (I think it was E3), but couldn't actually get it in the game. They caught a lot of flak for that. Maybe they want to make sure every variable is in order before putting themselves out there.
