The lightspeed glitch can happen on pretty well anything you can place with forge. It's most common with flooring, because you're spending so much time in a circumstance where the glitch can occur.
The thing that bugs me is that everybody is flaming the map and the guy that forged it instead of pestering 343 to fix the glitch that's been a problem since launch. It's like complaining about AL in slayer, and then demanding that slayer be removed. Asphalt is actually a really nice map if you can get past the occasional suicide. The buggy vehicles are the issue with heavies. Not the maps or the gametype.
Look at it this way - to 'fix' Asphalt and remove the offending glitchy vehicles, the options are Rocket/Chain Hogs, Scorpions, Mongoose...s, and Falcons. Gauss hogs shoot right through forged objects, and every covenant vehicle suffers from the lightspeed glitch. (although I'm not sure about the banshee - I've seen it do some whacky stuff, but I don't know if it is affected like the ground vehicles)
Seeing as Asphalt isn't an aerial map, you're left with Rocket/Chain Hogs, Scorpions, and Mongooses. Throw those on the map and all you're going to see is scorpions corner-peeking and some idiot sitting on the back of a rocket hog all by himself.
As for replacing the floor, the only way to completely eliminate the glitch would be to find a large flat expanse of natural terrain to build on, which doesn't exist. Kudos on that one go to Bungie, for providing us with a brilliant canvas map with nowhere to build a map with a smooth floor bigger than a grifball arena.
So if you want to get it corrected, try hassling 343 about the glitch. If you feel like making somebody feel bad, tell Bungie they did a really half-assed job on Forge World. Just direct your complaints a little better. I'm just sick of the threads with "Waaa waa waa, I died for no reason, so somebody is getting called retarded..." as their primary content. If you really feel it's up to the map designing community to work around all the glitches and bugs in Reach, maybe it's time you put your monitor where your mouth is and submitted something.
At least then you'd see just how broken this game is, and how hard it is to forge a map that plays flawlessly.
tl;dr - Go -blam!- at 343 to fix the actual glitch, or try to forge something better yourself.
